[Deptheads] Events and GMs

[Strategicon Department Heads]

It wasn't a bad idea. If it helps one person, its a good idea. It wasn't
one size fits all, which I think was more the issue. The belief that
schedules need to be set before pre-reg goes on might be a little detached
from reality too.
