[Deptheads] Final touches to Run Event

[Strategicon Department Heads]

I would prefer Riser not be an option. They are so rarely used that i
actively discourage them. They are hard to plan around unless I can make
sure they will see use all weekend. I have one group that uses them as
gaming space, and the stage in Carmel. Anything outside that should go
through me directly.
