[Deptheads] Final touches to Run Event

Every department can choose to handle time issues as they see fit. However, since we do offer the ability to list 3 start times, I think it makes sense to offer a "Denied - Time conflict”.
Which brings up a question I don’t have time to research right now, but would like an answer now. Did I make it so you admins can still access denied events? If not, that will be part of the next stage of page updates. i.e. Event Approval and Edit Event. Which is the other reason why having reasons for denial would be good. Admins should be able to resurrect any denied event, especially time conflicts.
So far I have these denial options.
Denied - Time Conflict
Denied - Too Many Same Event
Denied - Duplicate
Denied - Unspecified Reason
I might make Denied events viewable by all admins, just so you can offer to host an event. The current host would retain exclusive edit ability and would have to change the host to give the new host edit access to the event.
Also, I think “Cancelled - GM conflict” and "Cancelled - Other” might be good. I may even list them on the Event Schedule if they are Cancelled after event pre-reg is turned on.
