[Deptheads] Buy-in Events and Payouts

[Strategicon Department Heads]

This has been SOP (Standard Operating Procedure) for a long time.  There is
still strong prejudice around gambling with cards.  There is no need to
invite the wrath of any person or government over some minor bullshit
payout.  I do not want to do it.
