[Deptheads] User Edit Event Fields

I'm guessing we'll all have preferences here, and that's alright. My
personal preference would be that GMs can edit their event up to the point
when I approve it. After that, I should be the only one editing events.
Having them come in and tinker once I've approved their event is a problem,
from my viewpoint. Before I've approved it, I am okay with them making some
edits, but I would prefer that I receive a notification that they did so,
with a summary of changes.
