[Deptheads] Players needing info

[Strategicon Department Heads]

I understand if we don't feel prepared, but we are pissing people off by
not letting them know exactly what's going on. We need to fix that now.
Either give them a specific time when it will go or just let it go. Sitting
on it will not do.
