[Deptheads] Menu Reorg

I like the idea of Departments being its own menu featured prominently,
with each department having its own page with a hyperlink back to Run
Event. If there's some way you can give us the ability to build our pages,
that would be awesome, but I understand if it's not possible.
A virtual menu is awesome; we need information pages about the various
software and websites people might use, with links, as well as a common
spot for how-do docs etc. and links to our Twitch and YouTube and Facebook
groups.
