We allow people over the 2/3's to attempt to pre-reg as people do drop and we allow alternates. We do not allow events to fill up via pre-reg for precisely the reasons you stated.
Right now the sytem of approvals is entirely manual. One of the goals is to make it automatic with manual override. Thankfully pre reg's in the queue are listed in the order that they come in, so first come first served. The biggest crunch by far is on the roleplaying side of things.
