[Deptheads] Contacting a potential Guest of Honor/Special Guests for Conventions

Yes, this is really why requests for attendance, should come from one person
representing the convention, with a nice letter and authority to negotiate,
etc, but I understand that sometimes, someone has a really good connection
with a group or individual, so PLEASE just talk with us before contacting
anyone to make sure they have not already been contacted on the behalf of
the convention, and that the convention really does WANT this person to be
there.  Keep the necessary individuals in the loop.
