We stated that rooms and parking were no longer going to be awarded based on hours---supervisors would based on the room slots and parking they had available.
We left the 8 hours "minimum" for a GM badge on the website as a guideline with the final decision on a badge given by a dept. up to that supervisor who approves all the events, time slots, and hours run. A volunteer badge was up to the supervisor to award but someone wanting to GM games would have an idea of how much they would need to do in order to earn a badge. In the end it is up to the supervisor. The website could simply state "if you want to earn a badge by gming or volunteering contact that supervisor for details". But it is easier if people see bare minimum requirements and can submit events and then be contacted by the supervisor during the approval process if the supervisor feels this person needs to do more to earn their badge. Otherwise you would have to contact every single person after they listed events.

I have never heard that. Maybe for more than a badge, but 8 hours for a badge has always been the golden rule as far as I know.
