You might consider a C-clamp attached to the edge of the table with a flag attached to it.  Smaller to store.  Doesn't take up table space.  Won't fall over.

 Depot DIY.  I would even be okay if someone took the bases
 we have, which I am sure are in storage now, and painted or
 covered them so they don't look like a piece of pipe

 Ballast
 is not a big issue.  If you look at the bases we have now,
 they are literally a 3" square pieces of wood.  There
 was really no need for ballast in the nice bases that were
 made.  I don't know why the pennies were ever added. 
 In fact, I think they might have hurt more than helped, by
 giving the bases enough heft to break each other when being
 stored.
